Public Administration

The Department of Public Administration was initially a sub-discipline within the Department of Political Science and Diplomacy in the former College of Social Sciences. Following a Senate decision in 2014, it became a full-fledged Department and was transferred to the College of Management Sciences. The Department was established to offer the Bachelor of Science (B.Sc.) degree in Public Administration, with plans to expand its academic programmes over time. The Department is committed to producing graduates with sound judgment, strong theoretical knowledge, and practical administrative skills required for effective leadership in both the public and private sectors. It aims to develop adaptable professionals capable of interpreting and implementing policies while promoting good governance, organizational effectiveness, and national development. The programme also equips students with entrepreneurial and managerial skills that foster self-reliance and resourcefulness. The major objective of the Department is to build capacity and competence in contemporary administrative and managerial practices. Specifically, it seeks to expose students to the foundational theories and emerging trends in Public Administration and Management, prepare them for leadership roles and advanced studies, equip them with modern administrative techniques, develop analytical and decision-making skills, provide practical management tools for self-employment, promote a better understanding of Nigeria's developmental challenges, and prepare graduates for effective and efficient management in both public and private institutions. The Department has continued to record significant achievements. On 28th April 2026, the final-year students organized a lecture seminar featuring Dr. Emeka Vitalis Obi, MNI, Permanent Secretary of the Federal Civil Service Commission of Nigeria, as the guest speaker. The seminar promoted intellectual engagement and professional development among students. Through courses such as Advanced Entrepreneurship Skills, graduates have successfully established businesses, including ventures in perfumery and food seasoning production. The Department also recorded a major academic milestone by producing its first Class graduates in 2023 and 2024 since the establishment of the University. One of these graduates currently serves as a Graduate Assistant in the Department while also managing a successful business, and the other is employed by a reputable organization.

Program Overview & Admission Information

Eligibility Criteria
Admission into Bachelor of Science (B.Sc.) in Public Administration is merit-based. Candidates may enter through three primary modes: A. Unified Tertiary Matriculation Examination (UTME) • Requirement: Minimum of five (5) credit passes in SSCE/GCE/NECO/NABTEB, obtained in not more than two sittings. • Compulsory Subjects: English Language, Government or History, Economics or Commerce. • Other Subjects: Any other Social Science or Art subject. • Process: Must make an acceptable cut-off mark in the JAMB UTME and pass the University's post-UTME screening. B. Direct Entry (DE) Candidates for direct entry must: • Satisfy the above ‘O’ level requirements • Obtain at least upper credit pass in National Diploma in relevant fields. • National Certificate of Education (NCE) with upper credit passes in relevant fields. • G. C. E. Advance Level Pass in which must include Government or History. C. Intra-departmental and Intra-college Transfers • Intra-Departmental and intra-college transfers are permissible only in 100 and 200 levels of study if the student has satisfied the entry requirements of the receiving programme. However, request for intra-Departmental or intra-college transfer should be made through the University Registrar and if approved, effected at the beginning of the academic session.

Completion Requirements
Completion Requirements (Graduation) To earn the B.Sc. (Honours) degree, a student must demonstrate both academic competence and moral integrity: • Credit Units: o UTME Students (4 Years): Minimum of 120 credit units o Direct Entry Students (3 Years): Minimum of 90 credit units • Academic Standing: A minimum Cumulative Grade Point Average (CGPA) of 1.00 on a 4-point scale and a minimum of 1.5 on a 5-point scale grading system. • Project: Successful completion and defense of a final year Long Essay/Research Project (6 Credit Units). • Attendance: Mandatory 80% attendance in all registered courses to be eligible for examinations. • Ethical Conduct: Adherence to the University's code of conduct, including the matriculation oath and zero tolerance for examination misconduct or plagiarism. PROGRAMS OFFERED Undergraduate Programme • Bachelor of Science (B.Sc.) in Public Administration Four years for UTME entrants | Three years for Direct Entry candidates • The Department offers a comprehensive and professionally oriented Bachelor of Science programme designed to equip students with a strong foundation in public administration, governance and public policy, enriched by practical leadership training, ethical values and contemporary administrative practices. • Our undergraduate curriculum is designed not only to impart knowledge, but to develop competent public administrators who can think critically, lead effectively, make ethical decisions and address the evolving challenges of governance and public service. POSTGRADUATE PROGRAMMES 1. Programme - PhD in Public Administration Mode of Study - Taught + Dissertation & Research-Based Focus: Advancing knowledge and research in governance, public policy, leadership, public sector management, institutional development and sustainable development. Structure: Candidates engage in taught seminars covering advanced theoretical frameworks and research methodologies, followed by an independent research-based dissertation that contributes original knowledge to the field of Public Administration. 2. MSc in Public Administration Mode of Study - Taught + Dissertation Focus Area & Description - Advanced coursework and research in governance, public policy, public sector management and organizational leadership; prepares graduates for strategic leadership, research and professional public administration. 3. PGD in Public Administration Mode of Study - Taught + Dissertation Focus Area & Description - Foundational coursework in public policy, governance, administrative processes and public sector management; equips graduates with practical skills for effective public administration and leadership.
